Silenced: Why Babita Deokaran was murdered (A powerful story of investigative journalism in South Africa)
The IPI World Congress is hosting a special screening of the documentary "Silenced", a powerful story of investigative journalism in South Africa.

"Silenced" tells the story of Babita Deokara, a corruption whistleblower within the Gauteng Department of Health. She was assassinated in a hit-style killing outside her south Johannesburg home in August 2021. A News24 investigation which spanned more than a year – examining in excess of 60,000 e-mails and the contents of her cellphone – revealed the vivid detail of what was her final graft investigation.

This documentary reveals what she found in the days before her murder. Following the screening, IPI will host a Q&A with News24 investigative journalist Jeff Wicks, who led the reporting in this case.

Gendered hate speech and disinformation: Evaluating risks and ways forward
A pluralistic media landscape – both online and offline – is a prerequisite for democracy, peace and security. Female journalists continue to face a range of threats to their safety that are unique to their gender, impairing their journalistic work and equal contribution to public debate in a democratic society, to the brink of driving them away from the public arena.

Gendered hate speech and disinformation, rampant in digital platforms, intensify hostility toward women journalists. UNESCO and ICFJ research reveals 73% of female journalists face online gender-based violence, with 20% experiencing offline harm linked to online abuse. In addition, the data showed that 41% of them had experienced online violence in the context of orchestrated gendered disinformation campaigns. Partisan media and rising populism exacerbate this peril, demonizing dissenting voices. This trend not only endangers women journalists' safety but also undermines democracy.

This side event at the IPI World Congress will put a particular focus on the safety of female journalists online in the context of prevailing gendered hate speech and disinformation. By illustrating the overarching risks women journalists face in this context, the event will aim to present practical tools to help prevent the escalation of online violence against women journalists, and identify ways forward to empower and protect them from gendered attacks and foster inclusive public spaces.

Interactive workshop: Leveraging technology towards healthy information spaces
Acknowledging the transformative impact of digital technologies and the dominant power of a few online platforms, this joint workshop by the OSCE Representative on Freedom of the Media (RFoM) and IPI aims to explore the intricate relationship between media and online platforms and discuss the role of technology to ensure public interest media. Before diving into interactive discussions with the audience, the OSCE will launch its outcome report Impact of Artificial Intelligence on Media Pluralism and Public Interest Information written by former UN Special Rapporteur on Freedom of Expression, David Kaye.

The workshop seeks to examine media dependencies on platforms and proprietary technologies, media sustainability, and fostering an online environment conducive for pluralism and media freedom, as well as pertinent issues concerning fair compensation, labelling, media privileges and journalistic protections. In this regard, the workshop will build on the OSCE’s SAIFE (spotlight on AI and freedom of expression) work, including in the crises context, and the 2023 Joint Declaration on Media Freedom and Democracy. Jointly with the audience, the workshop aims to explore existing regulatory frameworks of other information communication technologies and to identify ways forward to enhance the availability and accessibility of quality media and public interest content through technological means and better internet governance in view of reinforcing democracy, peace, and security.

GFMD Regional Meeting for members and partners in the wider European region (separate registration required)
Join on May 24 for a regional meeting for European media and media development organizations aimed at fostering dialogue and collaboration on critical issues facing the media landscape today. The meeting is organised by the Global Forum for Media Development and UNESCO, in partnership with the International Press Institute (IPI), the Organized Crime and Corruption Reporting Project (OCCRP), and the Balkan Investigative Reporting Network (BIRN). Through collaborative discussions and knowledge sharing, participants will explore best practices and innovative solutions to support a thriving and independent media in the Western Balkan region, looking at lessons learned for the wider media community. In addition, the meeting will offer a platform for discussing the recently adopted OECD DAC Development Cooperation Principles on Relevant and Effective Support to Media and the Information Environment, showcasing relevant recommendations, resources, and tools for their implementation to key stakeholders active in the region.

Film Screening: 20 Days in Mariupol
On the eve of Russia’s invasion of Ukraine, a team of Ukrainian journalists enter the strategic eastern port city of Mariupol. During the subsequent siege and assault, as bombs fall, inhabitants flee, and access to electricity, food, water, and medicine are severed, the team — the only international journalists left — struggles to cover the war atrocities and to transmit their footage out. Eventually surrounded by Russian soldiers, they shelter in a hospital, unsure of how they’ll escape.

Registered participants of the IPI World Congress are invited to attend a closed screening of this Academy Award®-winning FRONTLINE/AP documentary at the Bosnian Cultural Center.
